CHILDREN LIVING UNDER TERROR IN PAKISTAN- MONTHLY REPORT (JULY)

 Institut de recherche et d’études stratégiques de Khyber (IRESK),  a partner of International Alliance against Terrorism (IAAT) express its deep concern over continuing atrocities and terrorism on children in Pakistan particularly in the Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA). Children and the schools have been the prime target of the terrorists who leave no stone unturned to achieve their heinous objectives.

In the month of July, 2012,  more than 19 children have been killed and 21 injured in different terrorist attacks. These statistics reported represent a tip of an ice-berg as most of the areas controlled by the Taliban and terrorist out-fits have not been accessible in Pakistan

. The real figures are higher as FATA has been subject to complete News-black-out by the government of Pakistan where the local and foreign journalists are not allowed to enter and make reporting.  As a result, both terrorists and military are killing innocent children and women in indiscriminate mortar shillings , artillery fires and jet-bombers.

Worst of all,  the Taliban and the pro-government militant Hafiz Gul Bahadar have imposed a polio-vaccination ban in North and South Waziristan tribal districts of Pakistan in FATA, which has put the lives of more than 240000 children at risk. The situation is deteriorating in other areas of Pakistan too due to covert connivance of the government. A foreign doctor and his driver of World Health Organization (WHO) were injured when they were attacked by militants (Taliban) in Karachi, while another worker of polio-vaccination campaign was killed earlier in Sindh Province. After killings, abductions and torture of children, the bombing of the schools, the terrorists have started  terror attacks on the health of the children.

We request the UNICEF and UN Security Council to put pressure on the Government of Pakistan and all the parties (including Taliban) to respect the relevant UN and Security Council resolutions for the protection of the children and face consequences in case of failure.

A boy was injured in a blast in Dalbandin town of Chaghai District of Balochistan.

28-07-2012

A girl was injured when a mortar shell, fired from across the border, hit a house in Sarkai Kandao area of Bajaur Agency. “The mortar shell fired from Afghanistan landed at the village and hit the house of Gulab Khan, partially damaging it and injuring a girl .

Four persons including two children and a woman were injured when mortar shell hit a residential compound in Spalga village of North Waziristan Agency.

25-07-2012

Two persons were injured when a medium intensity bomb went off in the Horezai area of Badabher, a suburb area of Peshawar. The blast occurred near a Government primary school for girls in an open ground where local people gather every day in a large numbers for Iftar.

a)      Four children were injured in a blast at a guest-house in Darra Adam Khel area of F.R. Kohat tribal area. Relatives said that a rocket had landed inside the hujra (guesthouse) of Daulat Khan, but there was no confirmation on the nature of the blast.

b)      Seven children sustained injuries in an explosion in Sheraki village in Darra Adamkhel on Tuesday, official and tribal sources said.The source said that Faizan, Firdous, Rahim, Mobeen, Nek Muhammad, Shah Fahad and Tanveer were playing with a mortar shell near the hujra of Tehrik-e-Taliban Pakistan (TTP) commander Tariq Afridi when suddenly it exploded.The explosion caused injuries to all them.

A suicide bomber detonated an explosive laden vehicle near the house of a pro-Government militant commander Maulvi Nabi, killing at least nine persons, including four children, three of them being girls, and injuring 13 others, in a war of attrition between two militant outfits in Speen Tall area of Orakzai Agency in FATA.

Fourteen tribesmen hailing from Orakzai Agency were killed and two others, including a child and a woman, were injured in a blast caused by an improvised explosive device (IED) in the Sapey area in the limits of Ustarzai Police Station.

A grand jirga of tribal elders, tasked by the Government to persuade militant groups to allow polio vaccination, informed the administration that the ban on immunisation in Waziristan would continue till drone attacks were stopped. A source privy to the meeting said that in plain words the pro-Government jirga had endorsed the ban imposed by a TTP group on polio campaign in North Waziristan Agency.

Officials warned that the Taliban ban on polio would put 240,000 children at risk in Waziristan Agencies of FATA, if a vaccination campaign didn’t start by the coming week. TTP and Hafiz Gul Bahadur group banned polio vaccinations in the Waziristan.

The polio prevention campaign suffered a double setback when a foreign doctor of the World Health Organisation associated with the immunisation work and his driver were injured in an attack in Karachi.

A stray mortar bomb smashed through a house in a Sheikhan village, a suburb of Peshawar, the provincial capital of Khyber Pakhtunkhwa, killing three children and their mother and injuring their father.

A woman was going home along with her son in Subatpur area of Jaffarabad District when she hit a landmine planted along a road. She died and her son Ali Bakhsh was taken to Dera Allahyar hospital with serious injuries.

Three persons, including a child, were killed in separate incidents of target killing in Karachi, the provincial capital of Sindh.

At least four persons were killed and four others injured, including women and children, in a grenade attack at a home in Malik Din Khel area of Khyber Agency in FATA.

A young woman working for women’s rights in tribal regions, Fareeda Kokikhel (26), Director of Sewara, was killed in Jamrud tehsil of Khyber Agency in FATA.

a)      A six-year-old girl Sadida was killed and two other children were injured in two blasts in the border area of Upper Dir.

b)      Twelve persons, including eight children, were killed and eight others injured when a suicide bomber rammed his explosives-laden double-cabin truck into a local militant’s centre in the Spin Thall area of a remote part of Hangu district bordering North Waziristan tribal region on Saturday.

According to information received by IRESK, 10 schools were bombed in Khyber Pakhtunkhwa Province in the month of July, 2012. The real number of schools destroyed is higher as Federally Administered Tribal Areas (FATA), the main centre of terrorism and continued conflict have been subject to news-black-out and journalists have been barred from entering and reporting on these areas.

27-07-2012

A Government primary school for girls was blown up by unidentified militants in Swabi District on the night. According to Sources three militants planted three IEDs at Government primary school for girls in Sodher area.

A Government primary school in the Naseerabad area of Matani in Peshawar, the provincial capital of KP, was bombed.

Unidentified militants bombed two primary schools in Saafi tehsil of Mohmand Agency.

Unidentified militants blew up the boys’ primary school in Dara village of Swabi District.

IRESK, wants to bring the attention of the UN Working group which is expected to visit Pakistan next month, towards the gross violation of human rights in Pakistan, particularly the terror attacks conducted against the children and women. According to Human Rights Commission of Pakistan (HRCP),  64 children were killed in different incidents in Karachi last year, which represent a dangerous trend.

We request the working Group to take note of the attack on children and put pressure on Pakistan and other Parties to the conflict to stop killing children, bombing schools and depriving them of their basic health needs.

Des enfants vivant sous la terreur au Pakistan

Cet important  rapport rédigé par le journaliste Fazal ur REhman Afridi, membre du Collectif Contre le Terrorisme, a été publié en anglais sur le site de l’IRESK, Institut de recherches et d’études stratégiques de Khyber, dont il est Président. (1)

L’Institut de recherches et d’études stratégiques de Khyber (IRESK), partenaire de l’Alliance Internationale contre le Terrorisme (AICT) exprime sa profonde préoccupation devant les atrocités et le terrorisme qui continuent au Pakistan contre les enfants, particulièrement dans les régions tribales du Khyber Pakhtunkhwa administrées fédéralement (FATA). Les enfants et les écoles ont été la première cible des terroristes qui ne reculent devant rien pour arriver à leurs horribles buts.

Au mois de juillet 2012, plus de 19 enfants ont été tués et plus 22 blessés dans diverses attaques terroristes. Ces statistiques rapportées ne représentent que la partie émergée de l’iceberg, puisque la plupart des régions contrôlées par les Talibans et les bandes terroristes n’ont pas été accessibles. Les chiffres réels sont beaucoup plus élevés puisque FATA a été soumise à une omerta totale par le gouvernement pakistanais où les journalistes locaux et étrangers n’ont pas le droit d’entrer et d’informer. Le résultat est que les terroristes et les militaires tuent des enfants et des femmes innocents dans des bombardements au mortier, des attaques d’artillerie et des bombardements aériens.

Le plus grave est l’interdiction de la vaccination anti poliomyélite imposée par les talibans et les Hafiz Gul Bahadar, groupes  pro-gouvernementaux dans les districts Waziristan du Nord et du Sud du Fata, qui met en danger la vie de  plus de 240.000 enfants. Dans d’autres régions du Pakistan aussi, la situation se détériore, à cause d’une complicité tacite du gouvernement. Un médecin étranger et son chauffeur de l’OMS (Organisation Mondiale de la Santé) ont été blessés lors d’une attaque par des Talibans à Karachi, et, avant cela  un autre travailleur de la campagne pour la vaccination anti-polio fut tué dans la province de Sindh. Après les massacres, enlèvements, tortures d’enfants, et bombardements d’écoles, les terroristes ont commencé des attaques contre la santé des enfants.

Nous demandons à l’UNICEF et au Conseil de Sécurité de l’ONU d’exercer des pressions sur le gouvernement pakistanais et sur toutes les parties (y compris les Talibans) pour respecter les résolutions pertinentes de l’ONU et du Conseil de Sécurité pour la protection des enfants et  subir les conséquences en cas d’échec.

Une fille a été blessée lorsqu’un mortier, tiré de l’autre côté de la frontière, a touché une maison de la région Sarkai Kandao de l’Agence Bajaur. L’obus, tiré depuis l’Afghanistan, a atterri au village et a touché la maison de Gulab Khan, l’endommageant partiellement et blessant une fillette.

Deux personnes ont été blessées lorsqu’une bombe d’intensité moyenne a explosé dans la région de Horezai de Badabher, une banlieue de Peshawar.
L’explosion s’est produite près d’une école primaire d’état pour filles dans un terrain ouvert où des gens se retrouvent chaque jour nombreux pour Iftah.

1/ Quatre enfants ont été blessés lors d’une explosion dans une maison d’hôtes dans la région de Darra Adam Khel de la tribu F.R. Kohat. Des parents ont dit qu’une roquette avait atterri à l’intérieur de la hujra (maison d’hôtes) de Daulat Khan, mais il n’y a pas eu de confirmation sur la nature de l’explosion.

2/ Sept enfants furent blessés lors d’une explosion dans le village de Sheraki à Darra Adamkhel mardi, selon des sources officielles et tribales. La source a dit que Faizan, Firdous, Rahim, Mobeen, Nek Muhammad, Shah Fahad ety Tanveer jouaient avec un mortier près de la hujra de Tehrik-e-Taliban, Pakistan (TTP), commandant Tariq Afridi, lorsque brusquement il a explosé. L’explosion les a tous blessés.

Un terroriste « suicidaire » a fait sauter un véhicule chargé d’explosifs près de la maison d’un commandant militant pro-gouvernemental, Maulvi Nabi, tuant au moins neuf personnes, y compris quatre enfants dont trois filles, et blessant 13 autres, dans une guerre d’attrition entre deux bandes terroristes dans la région de Speen Tall de l’Agence Orakzai, FATA.

Quatorze personnes de la tribu de l’Agence Orakzai ont été tuées et deux autres, y compris un enfant et une femme, blessées dans une explosion causée par un engin explosif improvisé (IED) dans la région Sapey dans les limites du poste de police de Ustarzai.

Une grande jirga des  sages des tribus, chargée par le gouvernement de persuader des terroristes de permettre les vaccinations anti-polio, a informé l’administration que l’interdiction de l’immunisation dans le Waziristan continuerait jusqu’à l’arrêt des attaques. Une source de la réunion a dit que, pour être franc, la jirga pro-gouvernementale avait soutenu l’interdiction imposée par un groupe de talibans TTP contre la campagne polio dans l’Agence du Nord Wajiristan.

Des officiels ont prévenu que l’interdiction des Talibans sur la polio mettrait 240.000 enfants en danger dans les Agences Waziristan de FATA, si une campagne de vaccination ne commençait pas la semaine suivante. Les talibans TTP et le groupe Hafiz Gul Bahadur ont interdit les vaccinations anti-polio dans le Wajiristan.
La campagne pour prévenir la polio a essuyé un double échec lorsqu’un médecin étranger de l’Organisation Mondiale de la Santé, travaillant pour l’immunisation ainsi que son chauffeur ont été blessés dans une attaque à Karachi.

Une bombe a touché une maison dans un village du sheikhan, une banlieue de Peshawar, la capitale provinciale de Pakhtunkhwa Khyber, tuant trois enfants et leur mère et blessant leur père.

1/ Une fillette de six ans, Sadida, a été tuée et deux autres enfants blessés dans deux explosions de la région frontalière du Dir supérieur.

2/ Douze personnes, dont huit enfants, ont été tuées et huit autres blessées lorsqu’un terroriste « suicidaire » lancé son  camion chargé d’explosifs, dans un centre de militants locaux dans la région Spin Thail d’une section éloignée du district Hangu, sur la frontière de la région tribale du Nord Waziristan.

II ATTAQUES D’ÉCOLES

Selon des informations reçus par l’IRESK, 12  écoles ont été bombardées dans la province du Khyber Pakhtunkhwa au mois de juillet 2O12.

Le nombre réel d’écoles détruites est bien plus élevé, puisque les régions tribales administrées fédéralement (FATA), les vrais centres de terrorisme et de conflits continus, ont subi une omerta d’information et les journalistes ont été interdits d’entrer et de reporter sur ces régions.

Des homes non identifiés ont fait exploser  le lycée pour garçons de Nashokhel à Peshawar. Cependant, aucune victime n’aurait  été déplorée. Le mur d’enceinte de l’école a été détruit.

III CONCLUSION

L’IRESK, veut attirer l’attention du groupe de travail de l’ONU qui doit se rendre au Pakistan le mois prochain sur les violations grossières des droits humains commises au Pakistan, en particulier sur les attaques terroristes perpétrées contre les femmes et les enfants. Selon la Commission des Droits de l’Homme du Pakistan (HRCP), 64 enfants ont été tués à Karachi en 2011 dans différentes attaques.

Nous demandons au Groupe de travail de prendre en considération les attaques contre les enfants et d’exercer des pressions sur le gouvernement pakistanais et sur toutes les parties pour faire cesser les bombardements d’écoles, les tueries d’enfants et la privation de leurs droits élémentaires à la santé.
